Make a rectangle cake of your choice, when cool cover with butter cream icing. Then cover with rolled out blue fondant, roll out some yellow fondant for the sleeves and collar. I looked at a Sri Lanka flag and cut out colours of fondant strips and then hand moulded the lion and 4 leaves for the four corners of the flag.
